Lead Inspection Engineer Oil and gas operator currently have an opening for a Lead Inspection Engineer to join their team for a contract role based here in Aberdeen.
This role will commence in December 2017 for 6 months
MAIN RESPONSIBILITIES: Lead asset Inspection teams and ensure the provision of specialist technical/engineering advice and guidance to site/offshore personnel.
Manage the discipline budget within targets. Ensure highest safety standards and continuity and optimization of hydrocarbon production.
Develop and maintain productive and constructive relationships with site-based/offshore personnel, onshore operations/technical teams and external contractors/vendors.
Take a lead role in technical decision-making process relating to the discipline.
Ensure that Inspection dossiers are maintained up-to-date in all circumstances
SECE Perform role of SECE Guardian for all Inspection related topics, to define and continuously maintain the means of assurance activities required to achieve and maintain the performance standards over the asset life cycle.
Participate in/contribute to safety studies/HAZOPS, when required.
Participate in 'Step Change for Safety' meetings.
Budget Prepare and manage the discipline budget and ensure closure expenditure is within acceptable % of original budget.
Manage the cost control process within budget for discipline for routine and non routine jobs and modifications.
Manage the approval of requisitions through the Company CINDY system.
Personnel management Develop and maintain good working relationships with site personnel through effective communication and by making regular visits to offshore installations.
Similarly encourage and support their onshore team to perform site visits and meet site inspectors and other site staff.
Manage the development of skills and knowledge within Inspection teams (onshore and offshore) to deliver best performance from both an individual and team perspective.
Manage the appraisal process for the team, identifying technical and business training needs.
Recommend and define specialist technical training for site/offshore personnel to enhance the competency of personnel and contribute to the competency evaluation scheme.
Contracts management Develop positive and constructive relationships with contractors and suppliers.
Identify opportunities to improve contractor/supplier performance, reduce costs and improve the quality of services/products supplied.
Provide technical input to contract tenders and negotiations relating to maintenance services.
When applicable, act as Contract Representative on specific project/work scopes and contracts, taking a lead role in the involvement/co-ordination of, and interface between, onshore/site/offshore teams/contractors ensuring effective communication and understanding between appropriate parties.
Prepare / Facilitate SQM meetings.
Technical Always act with Safety and Integrity as a first priority Provide technical leadership to a team of Inspection Engineers onshore and offshore (OIE + Inspection Techs), with responsibility for providing work direction and technical guidance, checking work/project progress, identifying key Inspection competencies, setting priorities and time schedule.
Validate all Inspection Reports.
Support and provide relevant justification for derogation or deferral requests.
Provide specialist technical/engineering advice and guidance to site/offshore personnel on the operation, maintenance and mainly inspection of plant/equipment, ensuring highest safety standards, a timely response to queries and minimal disruption to operations.
Encourage the reporting of all incidents, ensure that incidents are investigated and action incident close-outs as appropriate.
Conduct ad-hoc technical surveys on site/offshore and at vendor/repair locations, providing detailed technical reports identifying problems and solutions and ensuring optimum performance from contractors.
Ensure all relevant Inspection procedures and documentation is maintained in an accurate and current status and is available on request.
Prepare/ review scopes of work and economic justification for modifications ensuring they are correctly engineered, documented and reported and that all inspection activities/modifications are implemented in accordance with statutory/Company standards and correctly closed-out.
Prepare/ review scopes of work or work packs for vendor services, ensure their quality / exhaustively, make recommendations on preferred contractors and co-ordinate vendors, materials and equipment for planned and unplanned activities, monitoring and controlling manpower usage, vendor/contractor performance and expenditure.
Lead, as appropriate, in vendor/contractor audits.
Undertake in-depth analyses/studies of problems and recommend longer-term solutions and/or options and make recommendations to line management for approval.
Investigate more complex problems by leading multi-discipline teams/projects in conjunction with other operations personnel or personnel from the Technology métier.
Ensure that all activities are carried out in a safe and effective manner and that all interventions are controlled by authorized persons, satisfy statutory and Company standards and that no hazardous incidents or events occur.
Contribute to the development of plant/equipment monitoring tools and strategies, proactive monitoring, by application of all new and recognized inspection techniques, in order to optimize efforts and costs, without compromising integrity and safety of the plant.
For this purpose, maintain and develop competencies in Inspection, Corrosion and other related disciplines, with regular contacts with headquarters, and the market place, or during trainings and share them with the teams.
Inspection Engineering Contribute to the development of strategies for the inspection and operation of plant/equipment to ensure that all plant and equipment meets verification and compliance requirements.
Ensure that inspection activities are appropriately prioritized within operations maintenance plans.
Technical assessment of planned inspection change requests and technical justification deferrals of CAT A maintenance/Inspection PMs.
Apply LEAN process to optimize inspection in accordance with the minimum maintenance guidelines (OPSFORM300).
Suitable engineering qualification with appropriate experience in the oil and gas industry including offshore/site experience
Detailed knowledge of legislation/regulations relevant to discipline
Good knowledge of offshore/terminal plant and equipment and maintenance systems
Good knowledge of maintenance/inspection systems, practices and techniques
Good knowledge of risk assessment principles and their application to inspection programmes
Good knowledge of DCR & PFEER
Expertise in verification practices & systems
Current BOSIET, MIST, Offshore Medical certificate
